Section 852. Terms of members; vacancies. All appointments of members of the commission whose service is not ex officio shall be for a term of three years commencing at the expiration of the terms of the present incumbents, except that appointments to fill vacancies shall be for the unexpired term. All vacancies shall be filled in accordance with the provisions of section eight hundred fifty-one.
