10-8-220 Conveying loose materials. Any person who shall transport upon any public way crushed stone, sand, gravel, sawdust, ashes, cinders, lime, tanbarks, shavings, wastepaper, ice, mortar, earth, rubbish, manure or other loose material likely to sift, fall or be blown upon the public way, shall convey the same in tight wagon boxes, and in case the same fall or become scattered in any public way, such person shall cause such fallen substance to be forthwith removed.
