13.12.090 Delinquent charges-Collected as special assessment. Not less often than once a year, the director shall initiate proceedings to make delinquent utility service charges special assessments against the parcels of real property to which the utility services were rendered. Such proceedings shall be initiated and conducted in accordance with the provisions of Section 13.12.100. (Ord. 2011-051 § 2)
