§ 21-01 Introduction. (a) The provisions of this subchapter apply to all stages of a Water Shortage Emergency in the City, unless otherwise specifically provided herein. (b) The Commissioner may declare any one of three stages of a Water Shortage Emergency, based on the anticipated severity of the shortage and the need to reduce consumption, as described in these rules.
