10.64.010 Purpose.

The purpose of this chapter is to regulate the operation of horse-drawn vehicles in the city, in order to insure that horse-drawn vehicles are operated safely, to protect the public health, safety and welfare, and, in Old Sacramento, to help preserve, recapture and maintain the historic ambience of the area.
