§ 2-15 Loading or Discharging Passengers.

(a) No passengers shall be taken aboard or discharged from a ship, barge, vessel, craft, floating structure or aircraft at or about any wharf property or marginal street except by prior written permission of the Commissioner. (b) No passengers shall be taken aboard or discharged from a ship, barge, vessel, craft, aircraft or floating structure at or about any wharf property or marginal street occupied under lease or permit except by permission of such lessee or permittee, and in conformance with such lease or permit.
