Sec. 8.99.13. Procedural and Operational Guidelines. The Chief Legislative Analyst, with the assistance of the Director of the Office of Administrative and Research Services, City Attorney, Controller, Office of the Mayor and the Agency, shall develop such procedural and operational guidelines as may be needed to further the intent of this article and shall present the same to Council for its review within 45 days of the effective date of this article, except as otherwise provided herein.
