11.38.080 - Applicability of equipment requirements. The equipment provided for in Sections 11.38.090 through 11.38.130 shall be required on all motorcycles and all motor scooters except on actual trail rides conducted outside of public roads and highways. This section shall not apply to operators or passengers of three-wheeled vehicles which have an enclosed passenger compartment.
