Sec. 996-71. - Taxicab licensure and certification. No person shall transport or offer to transport a passenger for a fare, which fare is determined, in whole or in part, by measurement, made during the trip, of the distance over which the passenger is transported, in any public vehicle for hire which is not licensed as a taxicab, or which does not have a current monthly taxicab certificate.
