Las Vegas Municipal Code § 13.12.160

(A) Except as otherwise permitted under Subsection (B), the City Council may amend the Map and Schedule 13-1A from time to time by means of ordinance or resolution. Any amendment shall first be processed as in the case of a General Plan Amendment under Section 19.16.030 of the Unified Development Code.
(B) An amendment to the Map or Schedule 13-1A regarding particular streets within a master planned community that is or will be subject to a development agreement may be accomplished by means of the Council's adoption of development standards for that community, whether as part of the development agreement or otherwise in connection therewith.
