Sec. 61. - Same—Powers and duties. The department of public works or successor department shall have charge of the planning, opening, construction, maintenance and repair of all streets, alleys, sidewalks, bridges, rivers, watercourses, creeks, ditches and public ways; of the storm sewers, repair of all public buildings and properties belonging to or used by the city; and of such other functions as may be prescribed by ordinance.
