Sec. 561-103. - Land alterations to be accomplished in accordance with drainage requirements. Any land alteration must be accomplished in conformity with regulations adopted by the board of public works pursuant to this chapter and drainage requirements. Where any apparent conflict exists between drainage requirements of this chapter and similar requirements of any state or federal agency which has jurisdiction over the work involved, the most stringent requirements shall be applicable. Except for the foregoing, compliance with any other applicable provision of law, ordinance or regulation shall not excuse noncompliance with this chapter.
