Section 9. - Appointive Officers. Compensation of all officers, except where provided in the Charter, shall be fixed by the City Council which may increase or diminish the same at will, or abolish entirely at any time any office established by the Council and not created expressly by the Charter. No officer whose office is created by ordinance shall hold the same for any fixed term, but shall always be subject to removal by the proper authority of the City as provided in the Charter. (Added by amendment May 29, 1951)
