§ 15-05 Certification by the Department. Upon the filing of a certified report of an inspection of a central heating plant, an employee of the department shall inspect such report and, if the report has been prepared by a qualified person under the terms of this chapter and the required certifications have been submitted, he or she shall prepare and file among the department's records a certificate stating that the report was prepared by a qualified person, unless the department determines that the person preparing the report is not in fact a qualified person under the terms of these regulations.
