SEC. 57.102.13. EXISTING CONDITIONS. The provisions of this article shall apply to existing conditions, as well as to new conditions, except that conditions legally in existence at the adoption of this article and not in strict compliance therewith shall be permitted to continue unless the Chief determines they constitute a distinct hazard to life or property.
