Subdivision proposals.
Las Vegas Municipal Code § 20.08.370
in effect20.08.370 - Subdivision proposals.
(A) As used in this Section, the term "subdivision" shall include all subdivisions, minor land divisions and planned unit developments, as defined in NRS Chapters 278 and 278A.
(B) All subdivision proposals shall be consistent with the need to minimize flood damage.
(C) All subdivision proposals shall have public utilities and facilities such as sewer, gas, electrical, and water systems located and constructed to minimize flood damage.
(D) All subdivision proposals shall have adequate drainage provided to reduce exposure to flood damage in a manner which does not increase flood hazards to adjoining or downstream properties.
(E) Base flood elevation data shall be provided for all subdivision proposals and other proposed development.
(F) No subdivision lots shall be approved within regulatory floodways. If flood control facilities are proposed that result in an adjustment to a floodway and the facilities are approved by the Flood Insurance Administration, the City may approve the subdivision.
(G) All subdivision lots shall comply with the base flood elevation requirements set forth in the Drainage Design Manual.
(H) Subdivision drainage must be designed to preserve the drainage area boundaries in accordance with the master plan of drainage.
(I) Each subdivision must be protected against off-site flood waters and sediment in a manner which does not significantly increase flood levels, deflect flows, or cause erosion of sedimentation problems.
(J) All streets constructed as part of a development, public and private, are to have concrete curbing and gutter with a longitudinal slope of not less than 0.4 percent to ensure adequate drainage. In the case of slopes less than 0.4 percent, a storm drain must be installed.
(K) Surface drainage structures which provide for on-site development drainage are to meet City standards. The longitudinal slope of the flow line is to be no less than 0.5 percent, with cross slope to the flow line no less than two percent. The area of the drain is to be subdivided as a common lot parcel, recorded on the final map as a public drainage easement, and designated on the final map as an item requiring maintenance by a private community association.
(L) Private property maintenance requirements identified in Subsections (J) through (K) shall be clearly listed on final map recordings. In addition, a listing of those specific requirements shall be clearly identified and recorded as a covenant against all development properties.
