in effect19.10.040 - Relief from obligations.
A. In order to achieve proportionality between the demands created on public facilities by a proposed development and the obligation to provide adequate public facilities, the city may participate in the costs of capital improvements in accordance with this article, credit or offset the obligations against payment of any city fees, or relieve the property owner of some or part of the obligations in response to a petition for relief from a dedication or construction requirement pursuant to Article 5 of this title.
