Sec. 402.109. - Commission to administer Chapter. The Commission shall be responsible for the administration of this Chapter and for seeing that its provisions are observed and enforced. The Commission is empowered to make all necessary rules to accomplish this responsibility, and, by rule, to delegate administrative and investigative authority to the Executive Director.
