§ 3-21. - Generally.
No person shall drive, haul, draw, aid or assist in driving; hauling, or drawing through or upon any of the streets any sign or device, whether attached to a vehicle or not, for the purpose of advertising, that fails to meet the following standards:
(1) No device used for advertising shall be placed upon the windshield, the front door glasses or the rear glasses of any vehicle in such a manner as to obstruct the vision of the driver.
(2) No sign or device for advertising purposes shall be insecurely attached or extend at any point more than eight inches beyond the front, rear, side or bottom of the automobile, truck, trailer or other vehicle.
