14-18. Charge for Water Service to Property not Previously Assessed. Before any property located within the city of Milwaukee which abuts a public right-of-way or easement in which there is an existing water main, not previously assessed against such property, shall be entitled to water service, such property shall be subject to the payment of a water main connection charge equivalent to the amount which would be assessed against such property at the city assessment rate for water mains in effect at the time of application for connection.
