§ 38-108. - Deposit of colored powder prohibited. (a) No individual using a park shall deposit or cause to be deposited by any means colored powder on any individual using the park or on any surface inside the park. Any individual physically present inside the boundaries of a park shall be presumed to be using the park. (b) No permit shall be issued for any event or activity, including but not limited to running events, to be conducted inside a park if colored powder will or may be deposited by any means on any participant or attendee or on any park surface at any time during the event or activity.
