Sec. 31-58. - Reinstatement. The manager of public health and environment may reinstate suspended inspection services certificates or issue new certificates to a person whose privilege of inspection services has been revoked or surrendered if no fact or condition then exists which would warrant the manager to refuse to accord inspection services to the dry cleaning establishment under the terms of this section and the applicable rules and regulations.
