Sec. 645-549. - Rights not to vest under permit. Except as may be otherwise specifically provided by law, no permit issued pursuant to this division for any purpose or use, acquired at any time, shall be vested in any person by the permit or otherwise, but all thereof shall be subject to the continuing control of the city under its police powers, regardless of when or how any such use originated.
