Section 3. - Powers—Taxes. The City shall have and may exercise such power and authority as is now conferred upon it by the Constitution and laws of the State of Oklahoma and this Charter. As to such powers as may now exist or be hereafter conferred upon it by the Constitution and laws of the State of Oklahoma, the City shall have the power to levy, assess and collect taxes on persons, incomes, privileges, subjects, occupations and property of all character and description within the City limits of the City, as the Council shall determine by ordinance.
