§ 18-7. How work done. In all paving, repaving, grading, or repairing of streets, avenues, lanes, or alleys, including footways, where the work is done by the City, the work shall be done by contract or by labor employed by the City and paid by the City, as in the judgment of the Director of Transportation may be best for the interest of the City, in each instance.
