SEC. 19-41. SUPERVISION AND CONTROL OVER MATTERS PERTAINING TO HEALTH. The city health officer shall have direct supervision and control over all matters pertaining to the health of the citizens of the city and over the enforcement of all laws and ordinances, rules and regulations dealing with public health, sanitary and hygienic conditions within the city, and the supervision and prevention of infectious and contagious diseases.
