Sec. 15-46. - Rules and regulations. The clerk and recorder may adopt rules and regulations necessary for the implementation of this article which may include additional procedures for requesting a waiver of discretionary penalties authorized in this article. Such rules shall be promulgated in accordance with article VI of chapter 2, including, but not limited to, the notification and public hearing procedures identified therein. (Ord.
