El Paso City Code § 14.04.060
in effect14.04.060 - Fees.
A. City council may set fees referenced in this title by the following methods:
1. Through the annual budget resolution;
2. Through a contract validly executed under federal or state law; and/or
3. Through a contract validly executed under a city ordinance.
