Sec. 49-149. - Disputes. Any person who disputes the amount of the sidewalk service charge assessed against their property under this division or otherwise billed to or alleged to be owing from such person may request a revision or modification of such fee or charge of the department following the procedures set forth in D.R.M.C. section 56-106. Compliance with the provisions of D.R.M.C. section 56-106 shall be a jurisdictional prerequisite to any action brought under the provisions of this division, and failure of compliance shall forever bar any such action.
