Sec. 15-51. - Revenue-generating contracts. The city may enter into contracts with third parties for the purpose of generating revenue for the city. The CPO shall be informed prior to or at the commencement of the negotiation of all revenue-generating contracts. The CPO shall promulgate policies to ensure that a competitive procurement is conducted when market conditions indicate doing so would be in the best interests of the city. (Ord.
