Sec. 32-19. - Rules and regulations. The manager may make such reasonable rules and regulations as may be necessary for the purpose of administering and enforcing the provisions of this article and any other ordinances or laws relating to and affecting the licensing and operation of businesses and individuals that operate in the city.
