Sec. 15-10. - Maintenance of adequate drainage facilities. It shall be unlawful for any person within the city limits to allow the drainage facilities on his property to become clogged, blocked or in a state of disrepair so as to obstruct or interrupt the flow of natural waters on his property, create standing water thereon, or cause flooding of neighboring properties.
