Sec. 1078. - Board authorized to obtain actuarial assistance and make rules and regulations. Said board of education is authorized and empowered to engage and pay for such actuaries or actuarial assistance as may be necessary to carry out the provisions of this Act, and is further authorized to make such rules and regulations as may be required to put into effect the provisions of this Act.
