Oklahoma City Municipal Code § 7-45 License required.

§ 7-45. - License required. No person shall own, operate, manage or lease a youth dance hall unless such person shall have first obtained a license from the City. Such license shall be issued in accordance with the provisions of this article and Chapter 26. (Code 1980, § 7-45; Ord. No. 18745, § 1, 5-5-87)

Oklahoma City Municipal Code § 7-46 Application.

§ 7-46. - Application. Application to conduct a youth dance hall as a business as defined herein shall be made to the Supervisor of Licenses and shall provide the following information: (1) a complete identification of the applicant and all persons directly or indirectly interested in the license, and, if the applicant is a corporation, the names, residence and business addresses of the principal officers thereof and of any persons holding 20 percent or more of its shares of stock outstanding or ownership of the beneficial interest therein or in lien thereto. (2) the name, residence and business address of the manager or person in charge. (3) the address, the exact nature of the business, the name under which it is to be operated and the hours of operation. (4) the square foot area of the room or rooms to be used for dining, for dancing, for entertainment, and the seating capacity of each such room. (5) a scaled floor plan of the building showing the area to be used for dancing and the location of the kitchen, restrooms, fire extinguishers and the exits from the dance area and from the building. (6) whether or not the applicant or anyone having a beneficial interest in the license, directly or indirectly, has had a license for the same or a similar business suspended or revoked anywhere, and, if so, the circumstances thereof. Oklahoma City Municipal Code § 7-47 Inspections on application.

§ 7-47. - Inspections on application. Duplicate copies of the application and drawings required by this division shall be forwarded promptly by the Supervisor of Licenses to the chief administrative officer of the following departments of the City, to wit: Public Works Department, Fire Department, Police Department, and Health Department. Through appropriate inspection services available to said departments, except police, each shall make such inspections within the scope of its administrative jurisdiction as may be necessary to ascertain the following information: (1) whether the proposed location is properly zoned for such operation as provided by the Planning and Zoning Code. (2) whether the proposed structure and area to be used for said purposes is structurally sound for such use, as provided by the BOCA National Building Code and other technical codes adopted by the City. (3) whether adequate off-street automobile parking facilities as required herein are available and are provided. (4) whether the premises proposed to be used are sufficiently equipped with facilities for maintenance of sanitation and food services, as provided by law. (5) whether the premises are safe with respect to fire and explosion hazards as provided by law. (6) whether an occupancy permit has been secured. (Code 1980, § 7-47; Ord. No. 18745, § 1, 5-5-87)

Oklahoma City Municipal Code § 7-48 Inspection of police records.

§ 7-48. - Inspection of police records. An inspection of Police Department records and such other official law enforcement agency records as may be necessary shall be made by the Chief of Police or his assigned deputy to determine whether either the applicant or the individual person or persons designated in said application to operate said youth dance halls have a police record showing any past violations of penal law or ordinances, and for purposes of police inquiry herein provided, the Police Chief or his designated deputy is hereby authorized to require either the applicant or designated operator to be fingerprinted and to require security personnel as deemed necessary. Oklahoma City Municipal Code § 7-49 Qualifications of licensee.

§ 7-49. - Qualifications of licensee. No person shall be eligible to serve or act in any youth dance hall as an officer, director, stockholder, owner or manager, or direct any policy thereof: (1) who has been convicted of a felony or of violating any of the gambling, prohibitory or drug laws of this State or the United States, during ten years prior to the application. (2) who has been convicted in any municipal criminal court in the State for violation of any gambling, prohibitory or drug ordinances in any city of Oklahoma. (3) who has been convicted of a crime of moral turpitude. (Code 1980, § 7-49; Ord. No. 18745, § 1, 5-5-87)

Oklahoma City Municipal Code § 7-50 Fee.

§ 7-50. - Fee. A person required to obtain a youth dance hall license shall pay to the City the fee established in Chapter 60, the General Schedule of Fees. (Code 1980, § 7-50; Ord. No. 18745, § 1, 5-5-87)

Oklahoma City Municipal Code § 7-51 Term.

§ 7-51. - Term. A license issued pursuant to the provisions of this division shall expire as provided in Section 26-11, unless sooner suspended or revoked. (Code 1980, § 7-51; Ord. No. 18745, § 1, 5-5-87)

Oklahoma City Municipal Code § 7-52 Suspension; revocation.

§ 7-52. - Suspension; revocation. (a) The following shall constitute offenses, and shall be grounds for suspension or revocation of a youth dance hall license: (1) conviction of any violation of this article. (2) remaining open during prohibited hours as established herein. (3) permitting the sale, possession or consumption of intoxicating substances, including intoxicating beverages and low-point beer. (4) willfully providing any false information in any application for a youth dance hall license. (5) furnishing or permitting the consumption, sale or possession of any intoxicating substances, including alcoholic beverages. (6) allowing any person who shall become disorderly or violent to remain upon the premises, including the outside area of the building and the parking lot. (7) knowingly allowing the distribution of controlled dangerous substances as defined in 63 O.S. § 2-101 upon the premises, including the outside area of the building and the parking lot. (b) Any violation of the provisions of this article by the owner, manager, operator or lessor of any dance hall may be cause for the revocation of his license by the Supervisor of Licenses in accordance with the provisions of Chapter 26 of this Code. Oklahoma City Municipal Code § 7-53 Periodic inspections.

§ 7-53. - Periodic inspections. Every youth dance hall shall be subject to inspection, at any reasonable hour during which it is in operation, by the Police Department, Public Works Department, Health Department, Supervisor of Licenses, and Fire Department.
