SEC. 19-102. CONSTRUCTION OF ARTICLE. All the provisions of the charter and state laws relative to the assessment of property shall, so far as practicable, be applicable to any of the provisions of this article unless otherwise provided in this article. This article shall be cumulative of all other methods and means provided by any other law relating to the same subject. (Code 1941, Art. 128-19)
