§ 32-488. - Carrying articles or persons. (a) No person operating a bicycle shall carry any package, bundle, or article which prevents the rider from keeping at least one hand upon the handlebars. (b) No person operating a bicycle shall carry any other person upon or within such bicycle, except that it shall be permissible for an operator who has attained the age of 16 years or older to carry a passenger if the bicycle has either a double seating space with double foot rests or a child bicycle seat safely affixed to the bicycle.
