8-08. City Engineer Under Commissioner of Public Works. 1. The city engineer shall continue in the discharge of his duties in like manner as under previous laws, and shall discharge his duties under the direction of the commissioner of public works. 2. If any difference shall arise between said city engineer and the commissioner of public works in the discharge of their respective duties, the ruling of said commissioner of public works shall be supreme and final.
