San Diego Municipal Code § 68.0104
in effect§68.0104 Movement of Vehicles
The Director shall have the authority to move any motor vehicle at the expense of the owner or operator thereof when it is parked on an airport in violation of any rule or regulation or when such motor vehicle creates an unsafe condition.
