Sec. 118.105. - Other Ordinances not to Control. This Chapter is the general ordinance concerning the receipt and accounting for of expenditures of City funds appropriated to Recipients for the performance of public services; and other ordinances on the same subject, whether applicable to one or to all Recipients, shall not change, modify or supersede any of the provisions hereof except by means of express language so doing.
