Sec. 32-2. - Effective date; no vested rights. (a) Effect on existing licenses and pending applications. All applications currently pending before the department will continue to be processed subject to provisions applicable at the time the application was received by the department. (b) No entitlement or vested right to licensing. No person shall be deemed to have any entitlement or vested right to local licensing under this article by virtue of having applied for or having received any prior license or permit from the city or the state.
