Section 12. - Saving Clause. If any section, sub-section, clause, sentence or phrase of this article is for any reason held to be unconstitutional or invalid, such decision shall not affect the validity of the remainder of this article. This amendment shall become effective upon the entry upon the records of the City of an official order by the City Council declaring the same adopted. (Added by amendment May 29, 1951)
