Sec. 45-21. - Removing materials from highway. Any person who drops or permits to be dropped or thrown, upon any street or highway any destructive or injurious material, or other material such as dirt, shell, oil, etc., which would be detrimental to the use or appearance of such street or highway, shall immediately remove the same or cause it to be removed.
