§ 24-908 Withholding of permits. Where the office has determined that the owner of a local brownfield site or its successors or assigns has failed to continue in full force and effect all institutional and engineering controls required at such site in accordance with any applicable document or plan, it shall notify the department of buildings of such failure and the department of buildings shall withhold the issuance of permits from such site.
