Sec. 638. - Act not to impair existing obligations. This Act shall not in any way impair any obligations heretofore entered into by the City of Memphis, the Harbor Commission of the City of Memphis, or its predecessors, to any person or persons, and shall not change or alter the obligations of any existing contracts, but all contracts outstanding, heretofore made under the existing law, shall be binding upon the City of Memphis and the Memphis and Shelby County Port Commission as herein established.
