Denver Revised Municipal Code § 2-211 Created.

Sec. 2-211. - Created. A commission to be known as the Denver commission on cultural affairs is hereby established, constituting a renaming of the existing commission on art, culture and film. (Ord. No. 718-91, § 1, 10-15-91; Ord. No. 773-04, § 1, 10-25-04)

Denver Revised Municipal Code § 2-212 Appointments, removal, terms.

Sec. 2-212. - Appointments, removal, terms. (a) The Denver commission on cultural affairs shall consist of twenty-four (24) members. All voting members shall be appointed by the mayor and confirmed by ordinance. (b) The members shall serve without compensation, except for those expenses incurred in connection with the work of the commission as approved by the director. (c) A member may be removed by the mayor for cause. A member may also be removed by ordinance for cause, provided that the councilmembers sponsoring the bill shall notify the member in writing at least fourteen (14) days prior to the first reading of the bill. If the member chooses, he may resign before the bill is introduced. If the member does not resign, then he shall be permitted to address the council at a public meeting prior to final approval of the bill. (d) The terms of the commissioners shall be three (3) years; the terms shall be staggered so that at least seven (7) of the members shall be appointed each year. In the event of the death or resignation of any member, his successor shall be appointed in the manner provided for original appointment, to serve for the unexpired portion of the term for which such member has been appointed. The mayor shall appoint the chairperson of such commission, who shall serve for a period of one (1) year. No commission member appointed chairperson shall serve more than two (2) consecutive terms as chairperson. (e) Notwithstanding the immediately foregoing subsections, upon the effective date of the establishing of the Denver commission on cultural affairs, those individuals who were previously appointed members of the replaced commission on art, culture and film shall be and are hereby designated as being among the initial members of the new Denver commission on cultural affairs; their respective terms of appointment ending as previously designated, and their successors being appointed in accordance with the immediately preceding subsections of this Code. Denver Revised Municipal Code § 2-213 Membership.

Sec. 2-213. - Membership. The commission membership shall reflect the geographic, demographic, socioeconomic and ethnic diversity and composition of the City and County of Denver and shall have representatives from a multitude of cultural and business communities, such as, but not limited to, architecture, art criticism, art education, art history, choreography, dance, communicative arts, crafts, folk and ethnic arts, literature, media arts, music, opera, painting, photography, sculpture, theatre, urban design; and, as a nonvoting member, a senior staff member from the office of economic development selected by the mayor to serve as an ex-officio member. Denver Revised Municipal Code § 2-214 Powers and duties.

Sec. 2-214. - Powers and duties. The powers and duties of the commission shall be to: (1) Advise the mayor and city council on the special issues, initiatives and efforts of its constituent groups; and (2) Recommend necessary procedures, programs, legislation or administrative action and to promote and ensure equal rights and opportunity for the people of the city in connection with cultural issues; and (3) Annually recommend goals and objectives of the commission; and (4) Review all works of art or similar cultural or esthetic edifice proposed for city ownership and, except as otherwise provided in section 2.4.4(E) of the Charter, recommend for acceptance by ordinance all such works of art or similar cultural or esthetic edifices approved for city ownership.
