3.56.030 Contract splitting prohibited. No person shall reduce the amount of any purchase or the size of a public project where there is a reasonable knowledge that the same goods, services, or work on a public project will be required within the same budgetary term, there are funds available for that purchase or project, and the sole purpose is to knowingly avoid the requirements of this title or city policies.
