§ 8-86. - City guidelines to prevail. It shall be unlawful and an offense for any non-governmental organization or entity, including those working under the auspices of governmental agencies, to fail to work within the guidelines and requirements of the City and the disaster response protocols established by the division or to conduct animal rescue activities or set up temporary animal shelters without the written consent of the Superintendent.
