The Director of Public Works shall implement and maintain drainage procedures for subdivision, minor land division, planned unit development and building permits with the objectives of:
(A) Requiring the identification and resolution of drainage problems at an early stage of planning, while other factors are still sufficiently flexible to accommodate adjustment;
(B) Insuring the adequacy and currency of the procedures in implementing the City drainage master plan and the provisions of this Chapter.
