Sec. 55. - Finance department—Director of finance; qualifications. The director of the finance department shall be the head of such department and shall have knowledge of municipal accounting and taxation and shall have had experience in budgeting and financial control. The director and the chief financial officer shall provide a bond with such surety and in such amount as the council may require. The city shall pay the premium on the surety bonds. (Ord.
