SEC. 7. HUMAN RESOURCES DEPARTMENT TO RECOMMEND RULES GOVERNING CONDUCT. It shall be the duty of the human resources department to recommend personnel rules to be adopted by city council that govern evaluation of conduct and performance and require remedies for nonperformance for positions in the civil service.
